Someone, intentionally or inadvertently, is impersonating Jareth. Who, why, and what happens to them next is up to you.
Intentional impersonation has dastardly possibilities, while inadvertent impersonation lends itself more towards the comedic -- but either way, there's likely to be unholy Jarethian wrath. Or possibly amusement. Or both.
